  BRIC International Competition Conference will take place in Kazan
Welcome to web-site of BRIC International Competition Conference that will be held in Kazan, one of the biggest and the most beautiful cities of Russia with a thousand-year old history. Kazan is one of the tourist centers of Russia, included in the UNESCO World Heritage List.

The initiative of the Federal Antimonopoly Service of the Russian Federation to organize BRIC Conference gained full support by the State Administration for Industry & Commerce of the People’s Republic of China (SAIC), Competition Commission of India and the Brazilian Competition Policy System (CADE, SDE, SEAE). Coorganizers believe that this Conference will promote harmonization of approaches with regard to competition policy and enforcement applied by the BRIC competition authorities, as well as by all the other Conference participants.

Holding of such a large-scale event during the global financial crisis will allow the international competition community once more to discuss the peculiarities of the activity of competition authorities under such conditions, especially in the countries with fast-growing economies.

Dear colleagues,

I am deeply honoured to welcome you at the web-site of the BRIC International Competition Conference as a host of the Conference.

The reason why we took a decision to organize such a Conference gaining the full support of our counterparts from the BRIC countries to this idea is that we truly believe that this Conference will become a real step in expanding cooperation within the BRIC competition authorities, in particular it will provide for convergence and harmonization of the competition policy and enforcement principles of the four countries.

However we do not intend to purely focus on problems of competition development in the BRIC countries and make a four-sided discussion; therefore we invited the heads and representatives of all the competition authorities worldwide, relevant international organizations, public authorities and business community in order to ensure an opportunity for learning their objective viewpoint as members of the global competition community seeking to achieve the common goal of improving competition principles in national jurisdictions.

I am absolutely confident that today the majority of competition authorities face the same challenges in day-to-day activity and therefore this Conference will provide us for a chance to compare the process of competition development, to analyze the antimonopoly legislation, to research the problematic aspects and consequences of the legislation changes.

Hopefully the BRIC International Competition Conference will become a good tradition for our friendly discussion for many years ahead.

I will be truly delighted to see you in Kazan on the Conference so we could once again shake hands and explore the ways of our further interaction.

Dear Colleagues:

As one of cosponsors, welcome to the website of BRIC International Competition Conference.

Antimonopoly Law is the basic law to regulate market competition order. With the development of economic globalizaiton, Antimonopoly Law is playing an increasingly significant role, which underlines the importance of furthering multinational dialogue and cooperation in competition field. We are glad to work with Russian Federal Antimonopoly Serviñe, Brazilian Competition Policy System and Indian Competition Authority to cohold BRIC International Competition Conference. The Conference will provide a platform for participants to exchange views on common challenges BRIC countries are facing and other issues of common concern in competition field, seeking to develop domestic competition system, and realize common goal of competition policy.

China attaches great importance to competition legislation. Chinese Anti-Unfair Competition Law was promulgated in 1993, and Antimonopoly Law has taken effect since 2008. The State Administration for Industry and Commerce (SAIC) of China is in charge of control of cartel agreement, abusive practice of market dominance and abusive practice of administrative power. SAIC has set up Antimonopoly and Antiunfair Competition Enforcement Bureau to take competition enforcement responsibilities. For many years, SAIC has made arduous and fruitful efforts in antiunfair competition and antimonopoly enforcement, contributing a lot to a favorable market order. SAIC is much willing to develop friendship with world counterparts and establish cooperation mechanism, making more contributions to the development of world competition order.

I am expecting to meet you in Kazan of Russia, and explore effective ways to develop world competition policy.

Dear Sirs,

On behalf of the Brazilian Competition Policy System (BCPS) – comprising the Council for Economic Defense (CADE), the Secretariat for Economic Law (SDE) and the Secretariat for Economic Monitoring (SEAE) – CADE warmly welcomes the initiative of the first BRIC International Competition Conference and the participation of competition authorities representing a large number of countries.

The Conference will take place in a very opportune moment. The BRICs have acquired an increasing influence in the world economy, and the current context of international economic crisis has hastened the process for remodeling the balance of power of States in global governance.

Additionally, the BRICs competition authorities are dealing with challenges related to initiatives for the improvement of their own competition systems: the Brazilian BCPS is making all efforts to obtain this year the approval, by the Senate, of Bill 06/2009, which significantly increases the efficiency and modernizes the national competition system; the Russian FAS has been focusing on cartel enforcement and last year created a specialized division for this purpose; India is closer to completing the implementation of its 2002 Competition Act; and China has released further guidance to provide clarification and increase compliance on the application of its Anti-Monopoly Law, which came into force in August 2008.

We look forward to meeting all the participants of the Conference in Kazan, Russia, and carrying out the interesting debate and exchange of ideas on the challenges faced by the BRICs, in a context of global economic crisis, towards the progressive improvement of their national competition policies and the implications domestically and abroad.

  Welcome speech of Mr. Dhanendra Kumar, Chairperson, Competition Commission of India
Dear Friends,

On behalf of Competition Commission of India and as a co-organizer of this conference, I welcome the participation of competition authorities of different countries, relevant international organizations, public authorities and business community, through this website of BRIC – International Competition Conference.

Over the last decade, the BRIC countries (Brazil, Russia, India and China) have come to play an important role in the world economy. As early as October, 2003, Goldman Sachs had predicted that by 2039 the BRIC countries will be larger than the G-6 Nations. Co-operations and interactions among the BRIC countries are necessary and at present conference gains significance at this opportune moment. The conference attempts to build cooperation among competition Authorities of BRIC nations as well as with other nations in the rapid growth of their respective economies and foster the regime of a fair competition order.

The Competition Commission of India established under the Competition Act, 2002 to eliminate practices having adverse effect on competition, promote and sustain competition, protect the interests of consumers and ensure freedom of trade carried on by other participants, in markets in India. The enforcement provisions of the Competition Act, 2002 have recently been notified by the Government of India, empowering the Competition Commission of India to penalize for anti-competitive behaviour including hard core cartels and abuse of dominant position by the enterprises. The provisions of the Competition Act, 2002, related to regulation of combinations including mergers and acquisitions will be notified by the Government of India in the near future.  The Commission is keen to develop a relationship with various competition Authorities for the purpose of discharging its duties and performing its function defined under the Competition Act.

This conference will be a platform to discuss and share experiences regarding common interests, identical or similar problems, co-ordination among ourselves, exchanging opinion and dialogues for creating a culture of fair competition. Such culture will encourage innovation and higher productivity leading to accelerated economic growth. And for the consumers it will bring the advantage of lower prices, various choices and improved services. This conference has become all the more topical in the wake of current global economic slowdown.  I am excited for this opportunity to discuss and share views to fulfill the object of effective enforcement, co-ordination and improvement of competition law in national, regional and global Jurisdiction.
