Plenary Session
The Heads of the BRIC competition authorities shall discuss conditions for developing competition policy through liberalization of economy, state policy on competition development, dynamic economic growth and other factors typical for this group of countries. They shall also consider the major obstacles to develop competition relations, such as maintaining of high levels of concentration and oligopoly in the number of the key sectors of economy. Within this context the Heads of the Authorities shall characterize their major tasks and achievements in restriction of unilateral and concerted monopolistic activity of economic entities, structural regulation and control over economic concentration, as well as competition advocacy. The Heads shall also share their experience on organizing the activity and structure of their authorities to meet those tasks.
Session 1
The Heads and experts of the BRIC Competition Authorities and Competition Authorities of other states, as well as experts from international organizations dealing with anti-cartel activity shall focus on such issues, as legal, institutional and organizational terms for counteracting cartels; methods of detecting and receiving direct and indirect evidence of cartel activity; sector inquiry to detect concerted actions of economic entities on them; role of merger analysis in anti-cartel activity; possible justifications of cartel activity and exemption of certain types of cartels from the competition law enforcement; leniency programs.
Session 2
Within this session discussion with the judges, representatives of different enforcement authorities of BRIC countries is expected on the issues of their interaction with competition authorities when fighting cartels, enforcing competition law and imposing sanctions.
Session 3
Experts of BRIC Competition Authorities and Competition Authorities other countries shall present their experience on successful implementation of competition advocacy programs for state authorities, civil society institutions and business community. In particular, they shall focus on extension of application of leniency programs for cartel activity by means of competition advocacy in the business community; competition advocacy in certain sectors of economy (natural and state monopolies, access to the limited natural resources, etc). |
