 Born in 1963 in Moscow.
Graduated from Saint-Petersburg Engineer Economy Academy, specialization - engineer-economist.
Started to work in 1986 in biotechnological systems laboratory of Saint-Petersburg Medical Academy of Undergraduation Education. From 1992 to 1994 served as senior engineer in TOO «Emis».
In 1995 was appointed as Assistant of Deputy of Legislative Assembly of Saint Petersburg. In 1996 appointed as Head of Machinery of First Vice-Governor - Chairman of Finance Committee of Saint-Petersburg Administration.
Under his guidance a set of law enforcement acts and administrative rules of Saint-Petersburg Administration in the sphere of state finance management were elaborated.
Since 1999 Mr. Tzarikovsky served as Head of Foundations of economic and political research «EPICenter- Saint-Petersburg». Is a draftsman of several legislative initiatives at State Duma of the Russian Federation on economic, financial, tax issues and antimonopoly policy.
Has 17 science-based articles, 3 inventions and 6 monographs devoted to economy and budget policy. |
