Carlos Mena Labarthe (Federal Competition Commission of Mexico)

He is the Director of the Division for Cartel and Interstate Commerce Restrictions Investigations at the Federal Competition Commission of Mexico. 

He obtained his law degree from ITAM University with the highest honors, obtained a Masters degree in Business Law from the Ilustre Colegio de Abogados in Madrid, Spain with high honors and a Masters Degree in Regulation from the London School of Economics and Political Science with the distinction for the best performance for his studies.

He received the Carolina Scholarship, the Microsoft Scholarship, the HSBC Fellowship and the Chevening Scholarship for his studies abroad.

He has various publications including those published by World Competition, Law and Economics Review and the Texas Transnational Law Quarterly and is the Editor and co-author of a book on economic competition policy in Mexico as well as a book on Law and Game Theory.

Prior to his joining the Mexican competition authority he worked for national and international law firms including Basham, Ringe y Correa; Barrera, Siqueiros y Torres Landa and Haynes and Boone.

He teaches Competition Law, Regulation and Public Policy at graduate and postgraduate level at ITAM.
