Born on March, 18th, 1945 in Chernigov Region, Ukraine.
Graduated from the Kiev Construction Engineering Institute in 1972, Civil Engineer. Doctor of economic science.
Started working as a concrete worker at a Kiev house-building enterprise. Recruited into the Soviet Army for three years.
After graduating from the Institute, worked in the sphere of economy and party activity, in the executive bodies of the city of Kiev.
Since 1987 - Deputy Minister of Ukraine Housing and Communal Services.
1991- 1994 – Chairman of Ukraine Housing and Communal Services’s State Committee.
1990 - 1998 – elected as Ukraine People’s Deputy, was a member of the Parliamentary Assembly of the Council of Europe.
In 1998 joined the diplomatic service – was appointed on position of the Ambassador Extraordinary and Plenipotentiary of Ukraine to Belarus, Vice Minister of Foreign Affairs of Ukraine.
Has a rank of the Ambassador Extraordinary and Plenipotentiary.
Awarded with the Orders of Merit of First and Second Classes of Ukraine, the Medal of Honour of USSR, medals.
In May 2007 by the decision of the Council of Heads of Governments was appointed the Deputy Chairman of the Executive Committee – CIS Executive Secretary
